S5 Changes

This place will be for changes effective in S5.

UNASSIGNED OFFERS:

This will use total contract value as was voted on by everyone. Majority rules!

EX:
Scenerio A:
Team 1 Bid: 5 years for 2 mill a year = 10 million
Team 2 Bid: 2 years x 4 mill = 8 mill

Team 1 would win the bid with the higher total contract value!

Cap is 30 mill
Floor is 15 mill

Maximum cap hit for farm 1.2 million to start and will be adjusted season by season
